I got some interesting email this week from the "U.S. Committee for the U.N", an organization that :
- "supports the work of the United Nations to improve the quality of life for millions of people around the world by promoting democratic governance, poverty reduction, rural development, crisis prevention and recovery, energy and environmental issues, and reducing the impact of the HIV/AIDS pandemic"
- offers high-paying jobs in such glamorous locales as the Bahamas, the Solomon Islands, Italy and the United Arab Emirates
- doesn’t exist.
The job descriptions seem like a cut-and-paste from some other position descriptions at the official UN human resources website, jobs.un.org. And the organization has a plausible enough name, since there is indeed a US Fund for UNICEF, a US Committee for the UN Development Programme , and a United Nations Association of the United States .
But even a cursory examination reveals some fishiness here. For one, the contact email is jobs@un-usa.fr.st. That’s ".st" as in Sao Tome, a tiny island country of the Central Africa coast. There’s no website listed for the supposed organization. The address is listed as "2 UN Plaza" which contains no such organization, although a number of other UN agencies are based there.
The real question is what is the point of this scam? To get people to send in their CVs? Do they ask you for an application fee? I don’t know, but I’m going to apply and find out. I’ll report back if I hear from them.

I’ve been hit with these .st fake job postings from the UN as well. What makes it worse is that I work in development and spend a mind numbing amount of time in the UN. Whoever is doing this know what he/she is up to because the language is actually a dead on imitation of UNese. Its the salaries that give them away.
I like how long the job descriptions are without actually saying anything. It looks to me like a poor cut-and-paste job from some official UN job listings.
I got the same email today from Winifred Blair. It looked sketchy to me because at the bottom of the email it said “Visit http://www.thecouponclippers.com for all your coupon needs.” Doubt you’d see that on a real UN job listing.
I too received the UN job e-mail. I then received follow-up docs with interview questions and application form. It all seemed so fishy: the address given belongs to the Italian Mission, the telephone/fax area codes are not listed and are from Washington State, the e-mail address is from St. Tomae, etc. I look forward to hearing what you find out.

As far as I have discovered, the main scam appears to be related to getting you to pay an application fee or a training fee. After you pay this, the job disappears.
So as far as I know, there isn’t anything bad they can do with just your signature and photo. However IANAL (I am not a lawyer) so take that into account.
I got the same email. they are asking ~$2300 for the training. they had given few phone numbers .. but they all are fax numbers.. I tried to leave a voice mail to call back but no-one ever did. can’t anyone take a legal action on them ?? I assume one can figure it out who are the people doing it ( technically)..
I got the job offer today as well as form for working visa application. After my friend check out via internet finally I got all are scam………They’ll ask money next, whatever for training or something, don’t catch further anymore!

I am happy that I did no sign and send my photo too but I hope we can work on announcing to all our friends that no one would make such mistake and pay something for this un existed organisation. my story is very simillar to rikomatic too.

They could use well qualified honest people’s photos and CV information to make false passports for illegal immigrants, false bank accounts to park african money etc.

I have sent my CV, I have also sent a copy of my passport to this training agency, I am now worried about my passport copy even though I doubt it can be used. About the signature I don’t think its a problem. But thanks God I haven’t been so crazy to pay for training. I’ve noticed that soemhting is worong because I have asked for few times to sned me contract terms, finally I tired to call tehm today and noone responded. I wasted a whole day trying to find the website for this UN organization without any success. But thank goodness I came across this URL after before submitting the interview and Employment forms. There is a similar mail from United States Center for Development(USCD). I got the offer and after googling for the website I found out its hoax.
the weird thing about this was that i got their e-mail adress from my school advisor. Luckily I found out about this scam early enough so I didn’t send any private information to them. Good experience though. I wonder if anyone actually paid for the training…

A colleague of mine just got one of these emails today. I googled and found your site. What I noticed in hers is that they also use USAID language, referring to a New Entry Professional (NEP) program, a program which does not exist with the UN organizations but does exist within USAID.
The email is full of suspicious stuff, as many of you have noted. Also, for those in the know, these US Associations for the UN (UNDP, UNICEF, etc) are set up almost entirely for PR and fundraising purposes. They would never be recruiting employees to work in career positions at the UNDP itself because those organizations are separate organization which are not a part of the UN system.
-I “almost” fell for this SCAM that each of you has commented on. I am reproducing the series of e-mails, until their insistence (in e-mail this morning) that I send immediately a Training Fee, by a Wire-Transfer into a Bank Account (A SERIOUS RED-FLAG according to my Bank Manager!)
-Early RED-FLAGS included VERY poor English, with spelling and grammatical errors. Also, BOTH the US Committee for UN and the Tim McGuire Consulting Agency, for “Training” (supposedly in Seattle, WA) ALL have the SAME AREA code: 206. Nobody returns calls. E-mails, when received are at odd-times (e.g. 4:56 AM, 4:13 AM, etc.)
-IMPORTANT Job-Offer without a phone interview or a face-to-face interview, even though I live in suburban New York City.
-The “Training Manager” Dr.(Mrs.) Veronica Snow, giving me her Yahoo e-mail address!!
-Asking for a copy of MY Passport scanned copy is ANOTHER RED-FLAG!
-I did a google for each of the people from whonm I was getting “official” e-mails; they don’t exist, at least not in connection with the “US Committe fo the UN”! When I did a google search for the “US Committe fo the UN”, I came upon THIS (your) site!
-e-mail addresses have the .st or .tm extension!

Mr. Peter Lehman does NOT exist (at least where they have indicated under his “signature”), and Tim McGuire Consulting also does not exist, at least not in the form they have indicated, and at the Seattle, WA, address! The bank-account they want me to wire-transfer the money to probably exists! (And my “Training” was supposed to be in Hong Kong, according to their ealier e-mail and NOT in Taiwan!)

i almost fell for the scam.What was shocking is that you receive the job offer after around two weeks with such hefty perks that you can not resist,no interview neither have your referees been contacted.were it not for the search of the names of the persons indicated on the job offer letter i would have been done and even paid the training fee.Does it mean that the UN BODY can not do anything about it?
hi, i just received this spam too. ironically I was looking for a job in this field and thought, ok, how did this appear out of now where, i am not on a list served. red flag went off with the (206) area code for WA state. thanks for your website on this, i was doing a google search on the so called US-Un org and to come across this page save me a lot of confusion.
We received the same email as well—I’ve checked it out with the UN & UNDP sites and none came out. Next, I reported it to scamalert of UNDP so that they’d know that up until now, it is still in circulation.
I received the mail, filled and signed the forms. After I did that, things got strange. Although it was strange enough the prompt response to the application, what seemed more strange were that no details, no phone number, no website were available (I was eager to find out more about my future job). When I received the mail telling me to deposit $ 2,080 USD I googled the name of the account and your page appeared.
I am scared of what they could do with our personal data of the CV and the scanned signature. I hope it was all about getting the fee, but I am wondering if I need to initiate legal action about it. If anyone knows something more about this, please do let us know.
On the other hand, this atractive offer made me reflect about where I would like to work in the future, so I will be looking around real UN pages to see if there are real job opportunities, perhaps not so well paid, but rewarding in other aspects.
I hope the police will take action on this.
In the past I had received offers of different types: loads of money for helping some African fellow to take money out of his country, from freemasons providing millions for charity work, and other tempting but obvious fake offers. However, in this case I have to admit that it is the first time they almost get me (Hoping nothing further hapens with my personal details, what is all they have).

Scary. I am right there with you all. I got the letter, contract, etc. I have been googling like crazy to find out more information on this place. Seemed fishy to me all along, but soooooooo tempting. I suppose if things hadn’t have gotten worse in the middle east I would have thought more seriously about going to UAE…the big stopper for me though was to wire the bank transfer, and then go to my training in Tawain before heading to UAE. This is another document in the whole mess…I got the information from my university alumni site!!! I thought I could trust it – being posted on my alum site….wrong! More docs attached for your view…

I also got letter of appointment and training letter in july-2006,when i search for un site” United States Committee for the U.N” i didnt found anything, but today 15 august,2006, they send me another letter for the training, today i search for the site, and i got the link but i can not find any jobs or recruitment, so what is the view of scam? training will be holding in taiwan, but i read that TAIPEI BANK having scam with un. so what is the authenticity of this letter.
It is a hoax. Don’t communicate with them or send them anything.
Sadly enough my wifes sister who is from Burma fell for this.
She already works for the UN in Burma, and was looking to apply somewhere else for work in the U.S. if possible. So she called the UN in New York and asked them about jobs, and then got the email with everything she wanted……hmmmm!
How is it she called the “real” UN in N.Y. then got this offer?
Could it be someone inside? or inside job?
I asked my wife if her sister has ever met or talked to these people and she said no, I said it is a scam! STOP!
She had already sent over $2000.00
In Burma or anywhere for that matter, it’s a lot of money, but in Burma it might as well be $200,000

Hi people,
I got the good “fake news” yesterday and from compensation offer I knew that it could’nt be true. The salary figures quoted were too high.
I also noticed that the interview questions were a straight copy from jobsearch.about.com. I noticed the poor english, though given ‘my’ dream job I still filled in the interview forms and mailed them back.
I kept on asking why someone (the UN for that matter) would offer me a job without an interview? Why would they take such a gamble? Then the googling began….till I landed here. I did not send them my CV but the strangest thing is that I remember applying for an FMO job with UNDP. Otherwise how would the guys have gotten my three names right and how did they know I am a finance person?
I believe its an inside job or someone has hacked into the UN Jobs dbase. I will never pay anything like registration fees to get a job. The ‘African’ or ‘Kenyan’ I am, I always ask that you get the fee from my first salary.
Another thing, having read the various experiences on this site, I believe they are getting ideas. For instance earlier on I read something like…No telephone number… No interview questions etc. In my offer they had all this albeit the poor/bad english kept sort of ‘tingling’ in my mind.
The only bad thing they did to me was….make me pray so hard that it was true. Mmmmmmmh the monies stated in the offer was “mouthwatering” to state the least.

What a shame, that innocent people, seeking both personnal and societal fullfilment by offering themselves to serve whenever, and wherever (albeit with such big monies as an incentive, or motivation!) can have their emotions and adrenaline played around with by unfeeling scoundrels. What is more shocking though is that this kind of scam can obtain such audience and participation, without the UN, or US recognizing, let alone taking action against it. It is shameful indeed to the originators, who should use their ingenuity for some positive things and give something back to society rather than rip off innocent seeking people.This site has been of profound help. I thought it was very dodgy when I couldn’t find a bona fide webaddress but as my friend got the ad from the Australian foreign ministry we thought it was genuine until she got a job offer of $170 000!
I was also offered a job with USCD within 2 weeks. I however smelled a scam and did some investigating. The original application says New York but the phone number is the Washington code. This got me suspicious.
It pays not to believe everything you read.
Thank goodness I was not taken in by this scam. I have not parted with photographs, passport or money. I had the good sense to investigate first. After comimg to my conclusion I found this site and everything here confirms what I had found out. If only I found this site first.
I got the same from a Dr. Jones of staffing@uncrg.corp.st I enquired from a friend at the UN after sending my CV and discovered that it was a scam. Now they have told me to pay 1600 USD for registration of a one month’s training in Taiwan! Be careful, all that glitters is not gold.
Now the scam has changed its name to United States Center for Development. I got a job offer last night–all the same suspicious issues listed by previous people.
Thank God…….I also got this offer…thanks a lot for the information that it is a fake one…i did not send my signature back…

I almost fell for this as well! I responded to the email ad and sent my CV and accompanying personal history forms to a Dr Spiff Michael (of the US Committee for UNRC) and received an offer approximately a month and a half later.
There were many things about the application process that didn’t seem quite right, but it was when I received a letter of offer (in poorly written English) without going through a rigorous interview process that I was convinced that it was a complete scam…then I stumbled across this site which cemented my doubts about the existence of the organisation.
So, thanks for confirming that I was a fool to apply in the first place! I wasn’t asked for any money, but my CV did include my personal details (address, contact numbers, date of birth etc.). I trust that there’s nothing that they can do with my CV or the details in it??

My wife applied for one of these USCD advertised posititions and was extremely exited after being offered a very lucrative job in Durban, South Africa.
The elation was however short lived after the cut-and-paste, generic type documentation made us suspicious.We Googled USCD and instantly discouvered that we were “spammed”.(Thanx Google) Not only are the idiots who play this game criminals but the also create turmoil in one’s family life.

Employment Agreement
This Agreement made and entered into this day ___/__/2006, between the UNCRG and Prof/Dr/Mr. /Ms. ______________ hereinafter referred to as “employee”.
The parties recite that:
Employee is willing to be employed by UNCRG, and UNCRG is willing to employ

1. AGREEMENT TO EMPLOY AND BE EMPLOYED:

4. DURATION OF EMPLOYMENT (full time):
The term of employment (full time) shall be subject, however, to prior

5. COMPENSATION AND REIMBURSEMENT OF EXPENSES:
Employee shall be included in the Center’s group life, health, disability, major medical, and other insurance coverages provided to the Center’s employees during the term of this Agreement and any renewal thereof. Employee shall also be included as a member in any profit-sharing, pension, retirement, or other employee benefit plan which may be adopted by the Center during the term of this Agreement or any renewal thereof, provided such plan applies to other employees of the Center and Employee has met the qualification requirements thereof.
Paid vacation of four (4) weeks, which vacation shall be taken at such times as are mutually convenient to Employee and the Center. Employee shall not be entitled to carry over any unused vacation accrued during any calendar year to any succeeding year, unless approved in advance by the Center.
Upon submission of receipts and proper documentation, the Center hereby agrees to reimburse Employee for expenses incurred by Employee in connection with official travel, including parking, tolls, mileage, lodging and meals, business entertainment, dues, subscription fees, and membership fees to any professional association or organization related to the Center’s business of which Employee is a member or shall become a member during the term hereof or any renewal thereof.
During the term of this Agreement, the Center shall provide Employee with an automobile for his exclusive use for business purposes. The selection of the make and model of an automobile shall be at the discretion of Employee.
In the event that Employee, during the term of this Agreement, is transferred to a new principal place of work, the Center shall be liable only for such moving and traveling expenses as are duly authorized in advance in writing given to Employee by the Center in accordance with the then regular policy of the Center.
Employee may be eligible to receive additional compensation in the form of an annual incentive bonus, if such has been recommended and approved by the Management of the UNCRG. The amount of the annual incentive bonus, if any, is subject to a formula that has been approved by the Management. Any annual incentive bonus awarded to Employee shall be paid
to Employee as soon as practicable after the end of the fiscal year of the Center for which such incentive bonus has been awarded.
6. EMPLOYEE’S LOYALTY TO UNCRG’S INTERESTS:
Employee shall devote all of his time, attention, knowledge, and skill solely and

Benefits, emoluments, profits, or other issues arising from or incident to any and all work,

7. NON-DISCLOSURE OF INFORMATION CONCERNING BUSINESS:
Employee will not at any time, in any fashion, form, or manner, either directly or
Indirectly divulge, disclose, or communicate to any person, firm, or corporation in any
Manner whatsoever any information of any kind, nature, or description concerning any
Matters affecting or relating to the business of UNCRG, including, without limitation,
Any other information concerning the business of UNCRG, its manner of operation, or its plans, processes, or other date of any kind, nature, or description without regard to whether any or all of the foregoing matters would be deemed confidential, material, or important. The parties hereby stipulate that, as between them, the foregoing matters are important, material, and confidential, and gravely affect the effective and successful conduct of the business of UNCRG, and its good will, and that any breach of the terms of this section is a material breach of this agreement.
8. OPTION TO TERMINATE ON PERMANENT DISABILITY OF EMPLOYEE:
Notwithstanding anything in this agreement to the contrary, UNCRG is hereby given the
Option to terminate this agreement in the event that during the term hereof employee
Shall become permanently disabled, as the term “permanently disabled” is hereinafter
Fixed and defined. Such option shall be exercised by UNCRG giving notice to employee

For purposes of this agreement, employee shall be deemed to have become permanently
Disabled if, during any year of the term hereof, because of ill health, physical or mental
Disability, or for other causes beyond his control, he shall have been continuously unable
or unwilling or have failed to perform his duties hereunder for thirty (30) consecutive
Days, or if, during any year of the term hereof, he shall have been unable or unwilling or
Have failed to perform his duties for a total period of thirty (30) days, whether
Consecutive or not. For the purposes hereof, the term “any year of the term hereof” is
Defined to mean any period of 12 calendar months.
9. DISCONTINUANCE OF BUSINESS AS TERMINATION OF EMPLOYMENT:
Notwithstanding anything to the contrary contained herein, Employee’s employment hereunder:
Shall be automatically terminated effective on the date
of Employee’s death.
May be terminated by Employee by written notice to the Center, in which event such termination shall become effective 30 days after the giving of notice, or earlier as may be specified by the Center after receipt of Employee’s notice of termination.
May be terminated by the Center for cause upon 30 days’ prior written notice to Employee, such termination to become effective as provided in the written notice. As used herein, the term “for cause” shall be defined as follows: If at any time during the term of this Agreement or while
any termination compensation benefits are being paid to Employee hereunder,
Employee shall: (i) fail or become unable to perform any of his duties hereunder due to illness or other incapacity and such illness or incapacity shall continue for a period of more than 180 days; (ii) become incompetent, suffer from alcohol or drug addiction, insubordination, gross negligence, any violation of any express direction of the Center’s senior management or Directors of any reasonable rule or regulation established by the Center regarding the conduct of its business, which violation shall not be cured within 10 days after written notice thereof to Employee, (iii) commit any act of malfeasance or wrongdoing affecting the Center, (iv) breach or violate any covenant not to compete or any other term or provision of this Agreement, or (iv) engage in any act of disloyalty or any conduct clearly tending to bring discredit upon the Center.
Employee’s employment hereunder may also be terminated without cause by the Center by written notice to Employee, and such termination shall become effective as provided in such notice, provided, however, that upon such termination, Employee shall be entitled to the termination compensation payments described in Paragraph 6 below.
9A.TERMINATION COMPENSATION BENEFITS. If this Agreement is
terminated by the Center without cause (as specified in Paragraph 5.d hereof),
Employee agrees that in lieu of any other compensation or payment, and as liquidated damages, and in complete satisfaction of any and all liabilities which the Center may have or have had to Employee, the Center shall pay Employee and Employee shall accept an amount equal to the Base Salary in effect on the date of termination for the balance of the term of this Agreement, which amount shall be payable, at the option of the Center, either as and when such
Base Salary would have been paid pursuant to this Agreement, or in a lump-sum
payment. Upon the payment of the amount set forth herein, each party agrees to
and does release the other party, its subsidiaries, affiliates, successors and assigns, if any, from all liabilities, damages, claims, or demands of any kind whatsoever arising as a result of the employment of Employee by the Center, excepting and excluding there from the obligations of Employee pursuant to the provisions of Paragraph 7 hereof.

Employee shall not have the right to make any contracts or other commitments for or on

11. CONTRACT TERMS TO BE EXCLUSIVE:
This written agreement contains the sole and entire agreement between the parties, and

agree that neither of them has made any representation with respect to the subject

Staff members of the United States Committee for the UN are provided with
various benefits and allowances as part of conditions of service. The terms and
conditions under which benefits and allowances are available to staff members
are established by the Secretary-General in accordance with the United Nations
Staff Rules and Regulations.
Summaries of terms and conditions of selected benefits and allowances are
provided under the following headings. Please note that the information
contained in this page is subject to the United Nations Staff Rules and
Regulations.
Assignment grant
PURPOSE
To provide staff members with a reasonable cash amount at the beginning of an
assignment or transfer to a duty station. It is the total compensation payable by
the Organization towards:
1) The initial extraordinary costs incurred by the staff member and his/her family
members as a result of an appointment or reassignment;
2) Any pre-departure expenses that the staff member may incur as a result of
having to relocate to a new duty station.
ELIGIBILITY
The assignment grant is normally payable to staff in the Professional and higher
categories appointed under the 100 or 200 series of the Staff Rules, who are
authorized on travel involving relocation on initial appointment, assignment or
transfer, and the period of service at the new duty station is expected to be for at
least one year.

OTHER CONDITIONS

the full grant that the completed months of absence bear to one year.
In cases where the staff member has not completed the period of service
in respect of which the assignment grant has been paid, the grant shall be
adjusted proportionately and recovery made under conditions established
by the Secretary-General who, in exceptional circumstances, may decide
to waive recovery.

DEPENDENT SPOUSE
Eligibility: A dependent spouse shall be a spouse whose occupational earnings,
if any, do not exceed the lowest entry level of the United Nations General Service

the country of the spouse’s place of work, provided that, in the case of the
Professional category or above, the amount shall not at any duty station be less
than the equivalent of the lowest entry level at the base of the salary system (G-
2, step I, for New York).

Staff in the Professional category and above and in the Field Service
category: Salary and post adjustment at the dependency rates.
Note: An adjusted dependency benefit will be paid when the spouse’s gross

appropriate dependency benefit. The adjusted benefit will be equal to the amount
by which the sum of the earnings limit and the appropriate dependency benefit
exceeds the spouse’s gross occupational earnings.
DEPENDENT CHILD
Eligibility: A dependent child shall be
a staff member’s natural child;
a staff member’s legally adopted child; or
a staff member’s stepchild, if residing with the staff member.
For any of the above-mentioned children to be recognized as a staff member’s
dependent child, the following requirements must be met:
The child must be under the age of 18 years; or
If the child is 18 years or older but under the age of 21 years, he/she must
be in full-time attendance at a school or university (or similar educational
institution);
The staff member must provide main and continuing support for the child.
** If a child over the age of eighteen years is physically or mentally incapacitated
for substantial gainful employment, either permanently or for a period expected to
be of long duration, the requirements as to school attendance and age shall be
waived.

Legal adoption of the child is not possible because there is no statutory
provision for adoption or any prescribed court procedure for formal

by documentary evidence satisfactory to the Committee, if a child: (i)

(ii) Is married; or

referred to above.
** In case of a staff member in the Professional category and above or in the
Field Service category are not paid at the dependency rate on account of a
dependent spouse, the staff member shall be paid at the dependency rate in
respect of the first dependent child and receive a dependency allowance with
respect to every additional dependant child.
SECONDARY DEPENDENT
Eligibility: A secondary dependent shall be the father, mother, brother or sister
of whose financial support the staff member provides one half or more, and in

WHO IS ELIGIBLE?
1. Staff members who:
are internationally recruited, including those in the Professional and higher
categories, the General Service category and the Field Service;
reside and serve at a duty station outside his or her home country (country
of home leave);
have a child in full-time attendance at a school, university or similar
educational institution; and
has the appointment or assignment for minimum of six months or, if
initially for a period of less than six months, extended so that total
continuous service be at least six months.
2. Locally recruited staff members during mission service of not less than six
months;
3. Staff member who is reassigned to a duty station within his or her home
country in the course of school year may receive the education grant for the
balance of that school year.
FOR HOW LONG?
From the point when the child is five years or older at the beginning of the school
year, or when the child reaches age five within three months of the beginning of
the school year:
1. Up to the end of the school year in which the child completes four years of
post-secondary studies or is awarded the first recognized degree, whichever is
earlier;
2. Up to the school year in which the child reaches the age of twenty-five years.
(May be extended by the period of interruption had the child’s school year been
interrupted by national service, illness or other compelling reasons.)
HOW MUCH WOULD YOU BE ENTITLED?
1. The staff member may be entitled to 85% of admissible costs which vary from
duty station to duty station.
2. The admissible cost is subject to a maximum amount.
TRAVEL
1. A staff member to whom an education is available as described above is
entitled to travel expenses for the child of one return journey each scholastic year
between the educational institution and the duty station, provided that the
educational institution is outside the country of the duty station (no travel is
allowed for non-family missions).
2. At duty stations where educational facilities are unavailable, an additional
round trip travel is permitted in the non-home leave year.
TUITION IN THE MOTHER TONGUE
A staff member serving in a country whose language is different from his mother
tongue is entitled to 75% of expenses for his child’s tuition in the mother tongue
up to a specified maximum amount.
SPECIAL EDUCATION GRANT FOR DISABLED CHILDREN
A special education grant for disabled children shall be available to staff
members of all categories, whether or not serving in their home country, provided
that they have an appointment of six months or longer or have completed six
months of continuous service.
Forms to be used in the preparation of claims for the education and the
special education grant:
Certification of attendance and costs and receipt for payment;
Certificate of tuition in the mother tongue;
Certificate of school attendance;
Certificate of prescribed textbooks and receipts for amount paid;
Request for payment of education grant and/or advance against education
grant;
Request for education grant travel;
Voucher for reimbursement of expenses.

requested to remain and report for work in duty stations where very hazardous
conditions, such as war or active hostilities, prevailed and where the evacuation
of families and nonessential staff had taken place.
The Chairman of the International Civil Service Commission (ICSC) is
responsible for authorizing the application of hazard pay to a duty station, based
on the recommendation of the United Nations Security Coordinator. The
authorization is normally for a period of up to three months at a time, and is
subject to ongoing review. The application of hazard pay is lifted when hazardous
conditions are deemed to have abated.
List of countries/duty stations where payment of hazard pay has been
approved, with effect from 1 March through 31 May 2006:

Modalities of payment of Hazard Pay
For internationally-recruited staff:
The allowance is normally paid on a monthly basis.
It is not payable for periods of annual leave or any special leave, including
weekends and official holidays during these periods.
For staff members who spend one complete month in the area where the
allowance is applicable, the monthly amount is paid irrespective of the
number of days in the month.
For periods of less than a month, the amount of hazard pay is prorated on
the basis of 365 days, i.e., the monthly amount is annualized and divided
by 365 days to obtain the daily rate.
For locally-recruited staff:
Locally-recruited staffs are eligible to receive hazard pay only on days that
they are required to work and actually do so.
The daily rate is obtained by dividing the annual amount (i.e., 25 per cent of
the net midpoint of the applicable local salary scale) by 365 days.
Home leave and family visit
Family Visit
HOME LEAVE
WHAT IS HOME LEAVE?
A period of annual leave taken by a staff member in order to visit his or her home
country. The United States Committee for the UN may provide travel expenses
for the staff member and his or her eligible family members for home leave.
WHO IS ELIGIBLE?
Staff member regarded as an international recruit who continues to reside
in a country other than that of which he or she is a national, while
performing his or her official duties; and
Staff member whose service is expected to continue at least six months
beyond the date of his or her return from any proposed home leave.
* In the case of the first home leave, at least six months beyond the date
on which the staff member will have completed two years of qualifying
service.
* In the case of a staff member who is a native of a non-metropolitan territory of
the country of the duty station and who maintained his or her normal residence in
such non-metropolitan territory prior to appointment, he or she must continue to
reside, while performing his or her official duties, outside such territory.
* A staff member who has changed his or her residential status in such a way
that he or she may be deemed to be a permanent resident of any country other
than that of his or her nationality may lose entitlement to home leave.
HOW OFTEN?
Normally once in every two years of qualifying service. However, in the case of
designated duty stations having very difficult conditions of life and work, eligible
staff members shall be granted home leave once in every twelve months.
Staff members and their eligible family members traveling on home leave shall
be required to spend no less than one week in the place of home leave.
* Except in the case of staff members serving on probationary appointment, a
staff member’s first home leave shall fall due in the calendar year in which the
staff member completes two years of qualifying service.
* A staff member appointed on probationary basis shall not be entitled to the first
home leave until he or she has been granted a permanent appointment or an
extension of probationary period. However, if the Secretary-general considers
that it will not be possible for the Appointment and Promotion Board to review the
staff member’s case within six month’s after the completion of two years’ service,
he or she may be granted home leave subject to other requirements.
HOW TO DETERMINE THE PLACE OF HOME LEAVE?
The place of home leave shall be the country of the staff member’s nationality,
subject to the following terms, conditions and exceptions.
The place of home leave of the staff member within his or her home
country shall be, for purpose of travel and transportation entitlements, the
place with which the staff member had the closest residential ties during
the period of his or her most recent residence in the home country. In
exceptional circumstances, a change in the place in the country of home
leave may be authorized, under conditions established by the Secretary-
General.
In exceptional and compelling circumstances, a country other than the
country of nationality may be authorized as the home country. A staff
member requesting such authorization will be required to satisfy the
Organization that the staff member maintained normal residence in such
other country for a prolonged period preceding his or her appointment and
that the staff member continues to have close family and personal ties in
that country.
TRAVEL EXPENSE COVERED BY UNITED NATIONS COMMITTEE
For home leave travel, the staff member would be entitled to the following travel
expenses for the staff member and his or her eligible family members:
Full economy class fare air ticket for a round trip between the duty station
and the place of home leave by the most direct route;
Up to 10 kilograms of accompanied extra baggage’s or 50 kilograms or
0.31 cubic meters by the most economical means;
Daily subsistence allowance for up to two rest stopovers under conditions
specified in staff rules and regulations;
For designated duty stations, the staff member may opt for lump-sum
payment for his or her home leave. The staff member will receive a lumpsum
payment equivalent to up to 75% of full fare economy class ticket by
the most direct route in lieu of the applicable travel and related
entitlements on home leave and make his or her own travel arrangements.

FAMILY VISIT
Staff members serving at duty stations designated as having very difficult
conditions of life and work may be authorized family visit travel.
WHO IS ELIGIBLE?
Staff members who are internationally recruited under staff rules and who
are serving outside their home country;
Staff members who are assigned to serve with a United Nations
Committee away from their official duty station at which they are
considered to be locally recruited under staff rules.
The staff member’s spouse may be authorized to visit the staff member as
an alternative to the exercise of the staff member’s entitlement to family
visit travel.
HOW OFTEN?
According to the following conditions:
The staff member has completed not less than one year of service at the
duty station or with mission after his/her initial appointment or assignment,
or not less than nine months since departure on the last home leave
journey;
In the case of staff members serving at duty stations having a 12-month
cycle of home leave, the staff member has completed not less than six
months of service at the duty station or with the mission after the initial
appointment or assignment, or not less than 12 months since departure on
the previous family visit travel;
The staff member’s service with the Organization is expected to continue
at least six months beyond the date of return from the family visit travel;
During the preceding 12 months none of the staff member’s eligible
dependents has been present with him or her at the duty station or in the
mission area after their travel there at United nations expense other than
on education grant travel;
Family visit travel may not be authorized in the calendar year in which
home leave falls due.
Staff members and their eligible family members traveling on home leave
shall be required to spend no less than one week in the place of home
leave.

The staff member would be entitled to the following travel expenses:

entitlements on home leave and make his or her own travel arrangements.
Rental subsidy
Purpose: The rental subsidy and deduction scheme is designed to provide
equity in accommodation expenses among UN staff in duty stations where rents
vary considerably; and to alleviate hardships of staff facing higher than average
rent costs for reasonable standard accommodations.
Types: There are two different types of the rental subsidy and deduction
schemes:
Rental subsidy and deduction scheme for duty stations in Europe and
North America;
Rental subsidy and deduction scheme for duty stations outside Europe
and North America.
Rental subsidy and deduction scheme FOR DUTY STATIONS IN EUROPE
AND NORTH AMERICA
WHO IS ELIGIBLE?
Staff serving in duty stations in Europe/ North America;
Staff subject to post adjustment or monthly mission allowance;
Technical co-operation project personnel, staff in Field Service and
Professional (Ps) and higher categories (Ds);
Newly appointed or reassigned staff (‘Newcomers’); they enjoy a sevenyear
period of subsidy eligibility;
Staff members forced to change dwelling due to circumstances beyond
their control (affected by ‘Force Majeur’); they have only five-year subsidy
eligibility, reviewed by a special administrative panel.
WHEN DOES THE SUBSIDY NOT APPLY?
For short-term staff hired under the 300 series;
The period during which a staff member is on a UN mission assignment
and continues to receive emoluments of the parent duty station;
The period during which a staff member is receiving Daily Subsistence
Allowance (DSA) instead of post adjustment, usually the first 30 days
following arrival in a duty station;
The period during which a staff member’s assignment grant has been
extended.
WHAT IS REASONABLE MAXIMUM RENT LEVEL?
It is the yardstick against which the reasonableness of accommodation is
assessed;
It is based on family size (i.e., recognized spouse and dependants
residing with staff member) and on a survey of rent levels in the local
market. · In view of representational responsibilities, an adjustment is
made in the maximum allowable rent for D-1 and higher staff;
If actual rent paid by staff member exceeds the applicable maximum
reasonable rent, the latter is used in the subsidy formula.
WHAT IS A RENTAL SUBSIDY?
Subsidy rates provided for the portion of the rent (subject to reasonable

WHAT IS A SUBSIDY FOR AN AGENT’S FEE?
A subsidy to cover an agent’s fee will be only issued once to staff
qualifying for a rental subsidy;
The subsidy will not affect the seven or five-year eligibility period and will
be treated as a one-time rental expenditure using the rental subsidy
formula;
Only licensed rental agents/brokers’ fees qualify;
The subsidy request must be included in the original rental subsidy
application;
Should the rent upon which the fee is calculated exceed the reasonable
maximum rent level, only the portion of the fee corresponding to the latter
will be subject to the rental subsidy formula.

In duty stations where most of the staff stays in government-provided
housing and commercial rents are substantially higher (you can find these
stations in ICSC monthly circulars);
80% of difference between average commercial rent and Rental threshold;
OR
90-95 % of difference between rent paid and average commercial rent.
Rental deductions
For staff receiving housing assistance by the Organization, a Government
or a related institution;
Staff should report annually, on form P. 84, housing assistance received;
Newly recruited or reassigned staff to a new duty station should submit
form P. 84 upon arrival, otherwise automatic rental deductions will occur
whether or not housing assistance is provided;
80% of difference between rent paid and individual rental deduction
threshold. · In cases of provided housing below average standard, rental
deduction becomes one half of the rental deduction.
How to define THRESHOLDS
Rental subsidy threshold percentage* = Gross rent/Income ratio (with
dependents, without dependents), e.g. The current threshold percentage for
New York is 29% for staff at single rate and 26% for staff at dependency rate.
Individual rental subsidy threshold = Income** x Rental subsidy threshold

Combined rent
Is when a staff member’s housing expenditures in a duty station outside
the capital city of the country of assignment and the rental paid for the
family’s accommodation in another location in that same country are
considered, for administrative purposes, as one single rent;
Applies when the duty station lacks appropriate schools and medical
facilities for the family members’ needs, when family members have
traveled at UN expenses and settled in the capital or another city with
appropriate educational and medical facilities, and when a staff member is
obliged to rent at both locations;
Does not apply when a staff member leaves the family at the home
country, a third country or another location than the duty station in the
country of assignment for any reasons not related to education or
healthcare (i.e., general convenience of the spouse or children);
All rules, standards and thresholds related to the rental subsidy/deduction
scheme shall apply (i.e., the reasonable standard of rented
accommodation).

B. Repatriation Grant.
The repatriation grant shall be payable to staff members whom the Organization
is obligated to repatriate. The repatriation grant shall not, however, be paid to a
staff member who is summarily dismissed, who abandons his or her post, who
was residing at the time of separation in his or her country, or who cannot give
evidence of actual relocation on separation from service. Evidence of relocation
away from the country of the last duty station of the staff member must be
provided before the grant is paid. However, evidence of relocation shall not be
required for payment of the grant with respect to qualifying service accrued prior
to 1 July 1979. The amount of the grant shall vary with the length of service with
the United Nations. The maximum rates payable shall be as follows:

The travel expenses of a staff member’s eligible family members, i.e.
spouse and dependent children as defined under Dependency Allowance
are normally paid by the Organization under the following circumstances:
On the initial appointment of a staff member who is considered to have
been internationally recruited, provided that the appointment is for a period
of one year or longer or is a probationary appointment and provided that
the staff member’s services are expected to continue for more than six
months beyond the date on which the his or her family members
commences;
Following completion by the staff member of not less than one year of
continuous service, provided that the staff member’s services are
expected to continue for more than six months beyond the date on which
the his or her family members commences;
On change of official duty station, provided that the staff member’s
services are expected to continue for more than six months beyond the
date on which the travel of his or her family members commences;
On home leave;
On separation of a staff member from service;
On journeys approved in connection with the education of a staff
member’s child;
On travel authorized for medical or security reasons or in other
appropriate cases, when there are compelling reasons for paying such
expenses;
On travel of the spouse to the duty station, in lieu of the staff member’s
family visit travel.
TYPES OF TRAVELS EXPENSES COVERED BY THE ORGANIZATION
Transportation expenses (i.e. carrier fare): All tickets for transportation
involving official travel of staff members and eligible family members shall
be purchased by the United Nations in advance of the actual travel or,
where circumstances so require and upon prior authorization, shall be
secured by the staff member;
Terminal expenses: Terminal expenses include all expenditures for
transportation between the airport or other point of arrival or departure and
the hotel or other place of dwelling, including transfer of accompanied
baggage and other incidental charges. The current rate is U$47 per point
of arrival/departure. Each family member authorized to travel at the United
Nations Committee expense would receive 60% of the applicable rate.
Transit expenses: Full travel subsistence allowance shall be payable for
the time spent in transit for flying time of more than 16 hours as authorized
by the Organization.
Travel subsistence allowance: A staff member authorized to travel at
United Nations expense shall receive an appropriate daily subsistence
allowance in accordance with a schedule of rates established by the
ICSC.
ORB
Occasional Recuperation Break (ORB)
Definition: ORB is a five-day special leave with full pay granted to eligible staff members
required to work for extended periods at designated special missions under hazardous,
stressful and difficult conditions.
Eligibility: All internationally recruited staff members who are appointed under the 100,
200,300,400,500 or 600 series and staff on mission detail who have obtained international status
by virtue of their mission assignment shall be eligible for ORB.
Designation of special missions for ORB purposes: Designation of a special mission or
specific location within a special mission for ORB purposes shall take into account for the
presence of extraordinary conditions impacting the health, safety and well-being of staff
members, including hardship, isolation, security considerations and hazardous conditions. A
hardship classification of D or E shall normally lead to designation for ORB purposes. The
following missions or locations within a special mission, which have been designated for ORB
purposes during 2006, are as follows:

ORB conditions
Qualifying service: ORB will be granted after three months of qualifying service, which
must be uninterrupted by travel on official business and absence on family visit travel,
home leave, family leave or special leave, or annual leave.
Duration: ORB is granted for five working days. ORB may be taken in conjunction with
weekends, official holidays or annual leave. However, it may not be combined with official
travel, home leave, family visit, emergency leave, sick leave, family leave and travel on
departure from the mission area at the end of the staff member’s appointment or mission
assignment.
Timing: ORB must be taken within one month following completion of the period of
qualifying service and will be forfeited if the staff member elects not to take ORB within
the prescribed period.
Location: ORB shall normally be taken outside the mission area.
Travel costs: Travel costs when travelling on ORB shall be the exclusive responsibility of
the staff member. However, in those missions where United nations has means of
transport arranged for official purposes, every effort shall be made to facilitate the use of
such transport by staff members leaving or returning to the mission area on ORB, at no
cost or minimal cost, on a “non-interference space available” basis. In addition, mission
subsistence allowance (MSA) will continue to be paid to the staff member while on ORB.
INTRODUCTION
What is job classification?
Job classification is a method of organizing jobs and levels of responsibility in a
particular order, grouping together similar or comparable jobs according to the
functions to be performed and related skills, knowledge or experience required to
discharge these functions. It thus creates a hierarchy based on the level of
responsibility and tasks assigned and ensures consistency between the actual
duties and responsibilities of a post and the grade allocated. There are two
different approaches to the establishment of a salary hierarchy in an
organization.
Rank-in-job approach: It is tied to the principles of equal pay for work of
equal value, relative worth, significant differences and evaluation of the
work performed, not the competence or contributions of the individual.
Rank-in-person approach: It is based on personal qualifications, such as
academic credentials or seniority.
Organizations of the United Nations common system opted for the “rank-in-job”
approach mainly because it is less open to subjectivity and discrimination and
better able to adjust to changing organizational demands.
The principal objectives of job classification
To provide for the fair and equitable remuneration of staff by applying
standards reflecting the internal values of the organizations, uniformly and
consistently over time; and
To provide for the establishment of links between the objectives of the
organization and the work performed to reach those objectives – in other
words, the relationship between salaries paid and services rendered.
Job evaluation methods
The evaluation methods presented below are based on the “rank-in-job”
approach.
Ranking: This is the simplest method of classification, in which jobs are
described and ranked in order of difficulty, following which grades and
levels can be assigned to jobs. It is a non-quantitative method of listing
jobs according to the demands they are considered to make on those who
perform them.
Grade description: Through this method. jobs are classified by
comparing them with a predetermined standard and are assigned levels
which best correspond, as a whole, to their duties and responsibilities.
This predetermined standard is basically a set of benchmarks against
which whole jobs are matched to arrive at a grade. It is also a nonquantitative
method of sorting posts of a single type into classes and
grades which have been determined and described.
Point factor rating: A point rating plan is developed by selecting and
defining factors, by defining a number of degrees for each factor and by
assigning point values to each degree. Jobs are analysed in terms of the
factors in the classification plan and assigned a point value by reference to
the factor and degree definitions. The total number of points determines
the relative value of the job. This method is used for the evaluation of work
in the Professional and higher categories because of its capacity to
evaluate consistently and accurately, the heterogeneous jobs found in the
United Nations common system organizations. While it is more costly to
develop and operate than other systems, it is more difficult to manipulate
and biases become more readily apparent, thus, it is ultimately more cost
effective.

I too got the vacancy notice mail. I applied and I was sent an appointmet letter with no interview, an employment form and an interview form. I filled them, signed them and mailed them. I received a reply which requested me to pay a training registration fee of $2,990 and to submit the first page of my passport. I then began to investigate. I wrote them to ask them why should a would be employee pay for a training from which the employer will enventually benefit. They have yet to answer this question. THIS IS A BIG SCAM. I received a similar email. Wrote and sent them my CV. They responded shortly after offering me an unspecified job and training…if only I paid 775 British Pounds. i then became suspicious. Tried to call their number. I was told by an answering machine that “wait until I connect you.” I waited until my connection to the British number got cut. I repeated this two more times, with the same result: PURE SPAM!

The give away was the ridiculously lucrative salaries – $135,000/month and higher. UN may pay well but no-one pays THAT well!
Apart from wanting money for training I’ve heard that another part of the scam is that they offer to find accommodation (after telling you you have the job) and ask for advance monies for this.
I too have received the UN Vacancy. I send my CV, received employment form and interveiw form. As I wanted to know to what extend it goes, I filled it up. Then they send me training details and asked me to pay 850 pounds as registration fee. Then I stopped. I have received four emails from different people, but there is no co-ordination and link of what I have sent to them and it seems like a automatically generated email. But it is really a voilence and torture for the good and aspiring people to contribute to the society.

Within a weeks time i got the Employment Form and Interview application form from “Dr. Adams Rogers”. Just before i could fill it up, i tried finding the website and luckily found this blog. Thanks for all, i din waste my time. Its totally a “MESS” but not sure how UNDP is totally unaware about it. They use UN’s logos in their letter heads. I woke up early morning to fill the employment form and interview form as I decided earler I would not go to the USA but when they offered the one ear training, I did not think and just acted in a silly way. Its later during the day that I tried to check for a website and discovered them hit was a scam. I wrote them telling them I could not locate their office. the reply was… no this is not spam but how did you try to locate our office. I got the job email from a colleague and I suspect that it is scam…the employment and interview forms aroused my suspicion the more…I just doubt the whole thing: the pay, the format of email, email addresses et al.
I even asked for the forms to be resent at MSW as I couldn’t write on the PDF files…I got the MSW version. I told my friend of my suspicion and he also was not too sure…and I did google which brought me to this link.

The email I received comes from “undesk@windowslive.com”, and, for the sake of consistency, the introductory sentence is: “Join Us Today To Promote A More Peaceful, Prosperous & Just World Assisted By Windows Live”. The “job offers” do not include places like the Bahamas. Only US, Europe, and South Africa. Do you know if there is any way to report this scam to windowslive?
